And has diminishing returns. Ex:
US airliner is shot down over Kentucky by terrorists using missiles.
Government claims aircraft downed due to windshear in effort to sidestep effects of terror on public (primary goal of the terrorists).
Its what I would do, but one problem: when you go to ask congress for $$ to counter missile attacks, no one will be listening, especially the public, because they've been led to believe the threat is low.

Yea... while the government higher ups have highly protected bunkers to hide in, us civilians have to fend for ourselves.
