The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

My thanks for all the work that Psyop has put into this article.

It contains the info on many subjects that we deal with, do take a look.

You can blame 4one, I went to his link about al Qaeda using poison in their bombs and seem to be stuck in history.

But if that is what God wants from me tonight, then I will do it, only problem is, he is making me do it with blurry vision, so it is up to you to find the jewels in these links.

Bio-Chemical Weapons & Saddam: A History.

In recent months there has been a great deal of bad information going
around in the argument over whether we should attack Iraq, and
whether Iraq is a threat to us. Some of that bad information is simple
ignorance concerning chemical and biological warfare, and some is
deliberate dis-information. Among those charges are that we (1) sold
Saddam chemical and biological weapons, (2) equipped his army, (3)
helped him in his war with Iraq. These charges are specious but start
with a germ of fact. These “facts” are always twisted, blown out of
proportion and presented out of context by those wishing to smear the
USA with the taint of Saddam’s crimes.

To help combat this I have put together a primer on the subject
drawing on numerous sources, both published books and internet
(they are listed at the end of this article). Because of the confusing
nature and volume of relevant information, I have decided to present
it in a timeline. This is useful because it helps one to follow the
development of chemical and biological weapons, and why they
present such a large threat if they fall into the wrong hands. It also
lends historical perspective to the subject that is often lacking in other
sources.

I have also gone into great detail concerning Soviet and U.S.
Bio/Chemical weapons programs to provide additional perspective.

What is presented here is corroborated fact--conspiracy theories
notwithstanding. In this case the truth is scarier than any conspiracy
theory or work of fiction. If, after reading this, you are not convinced
of the need to remove Saddam and others like him--then you probably
have bigger issues you need to deal with.

The use of chemical and biological weapons has a long history. While
this article may seem long, it is nothing more than a brief synopsis.
But people need to know what I have presented here.

Thanks for the link, granny. I got chills when I read about the visit to Norfolk, because a friend remembered seeing them at the end of our dock at the marina, scoping out the Navy base. He thought at the time they looked out of place, but only recognized them after their pictures flashed up following 9-11.

State Dept. Says It Warned About bin Laden in 1996

WASHINGTON, Aug. 16 - State Department analysts warned the Clinton administration in July 1996 that Osama bin Laden's move to Afghanistan would give him an even more dangerous haven as he sought to expand radical Islam "well beyond the Middle East," but the government chose not to deter the move, newly declassified documents show.

In what would prove a prescient warning, the State Department intelligence analysts said in a top-secret assessment on Mr. bin Laden that summer that "his prolonged stay in Afghanistan - where hundreds of 'Arab mujahedeen' receive terrorist training and key extremist leaders often congregate - could prove more dangerous to U.S. interests in the long run than his three-year liaison with Khartoum," in Sudan.

The declassified documents, obtained by the conservative legal advocacy group Judicial Watch as part of a Freedom of Information Act request and provided to The New York Times, shed light on a murky and controversial chapter in Mr. bin Laden's history: his relocation from Sudan to Afghanistan as the Clinton administration was striving to understand the threat he posed and explore ways of confronting him.

Before 1996, Mr. bin Laden was regarded more as a financier of terrorism than a mastermind. But the State Department assessment, which came a year before he publicly urged Muslims to attack the United States, indicated that officials suspected he was taking a more active role, including in the bombings in June 1996 that killed 19 members American soldiers at the Khobar Towers in Dhahran, Saudi Arabia.

Two years after the State Department's warning, with Mr. bin Laden firmly entrenched in Afghanistan and overseeing terrorist training and financing operations, Al Qaeda struck two American embassies in East Africa, leading to failed military attempts by the Clinton administration to capture or kill him in Afghanistan. Three years later, on Sept. 11, 2001, Al Qaeda struck the World Trade Center and the Pentagon in an operation overseen from the base in Afghanistan.

Critics of the Clinton administration have accused it of ignoring the threat posed by Mr. bin Laden in the mid-1990's while he was still in Sudan, and they point to claims by some Sudanese officials that they offered to turn him over to the Americans before ultimately expelling him in 1996 under international pressure. But Clinton administration diplomats have adamantly denied that they received such an offer, and the Sept. 11 commission concluded in one of its staff reports that it had "not found any reliable evidence to support the Sudanese claim."

The newly declassified documents do not directly address the question of whether Sudan ever offered to turn over Mr. bin Laden. [b]But the documents go well beyond previous news and historical accounts in detailing the Clinton administration's active monitoring of Mr. bin Laden's movements and the realization that his move to Afghanistan could make him an even greater national security threat.

Several former senior officials in the Clinton administration did not return phone calls this week seeking comment on the newly declassified documents.

Adam Ereli, a spokesman for the State Department, said the documents should be viewed in the context of what was happening globally in 1996, rather than in the hindsight of events after the Sept. 11 attacks.

In 1996, Mr. Ereli said, "the question was getting him out of Sudan."

"The priority was to deny him safe haven, period, and to disrupt his activities any way you could," he continued. "There was a lot we didn't know, and the priority was to keep him on the run, keep him on guard, and try to maximize the opportunities to nail him."

Before the East Africa bombings in 1998, however, Mr. bin Laden "wasn't recognized then as the threat he is now," Mr. Ereli said. "Yes, he was a bad guy, he was a threat, but he was one of many, and by no means of the prominence that he later came to be."

The State Department assessment, written July 18, 1996, after Mr. bin Laden had been expelled from Sudan and was thought to be relocating to Afghanistan, said Afghanistan would make an "ideal haven" for Mr. bin Laden to run his financial networks and attract support from radicalized Muslims. Moreover, his wealth, his personal plane and many passports "allow him considerable freedom to travel with little fear of being intercepted or tracked," and his public statements suggested an "emboldened" man capable of "increased terrorism," the assessment said.

While a strategy of keeping Mr. bin Laden on the run could "inconvenience" him, the assessment said, "even a bin Laden on the move can retain the capability to support individuals and groups who have the motive and wherewithal to attack U.S. interests almost world-wide."

Tom Fitton, president of Judicial Watch, said the declassified material released to his group "says to me that the Clinton administration knew the broad outlines in 1996 of bin Laden's capabilities and his intent, and unfortunately, almost nothing was done about it."

Judicial Watch, a conservative legal group, was highly critical of President Clinton during his two terms in office. The group has also been critical of some Bush administration actions after the Sept. 11 attacks, releasing documents in March that detailed government efforts to facilitate flights out of the United States for dozens of well-connected Saudis just days after the attacks.

Michael F. Scheuer, who from 1996 to 1999 led the Central Intelligence Agency unit that tracked Mr. bin Laden, said the State Department documents reflected a keen awareness of the danger posed by Mr. bin Laden's relocation.

"The analytical side of the State Department had it exactly right - that's genius analysis," he said in an interview when told of the declassified documents. But Mr. Scheuer, who wrote a book in 2004 titled "Imperial Hubris," under the pseudonym "Anonymous," that was highly critical of American counterterrorism strategies, said many officials in the C.I.A.'s operational side thought they would have a better chance to kill Mr. bin Laden in Afghanistan than they did in Sudan because the Sudan government protected him.

"The thinking was that he was in Afghanistan, and he was dangerous, but because he was there, we had a better chance to kill him," Mr. Scheuer said. "But at the end of the day, we settled for the worst possibility - he was there and we didn't do anything."

Thanks for the link, it led to several searches.

I knew that Palestine had used diseased blood and germs to soak the nails that they put in their bombs.

They also used one man, with aids and may have used others.

I find it interesting to see all the Israel first aid people with the gloves on. Yes, I would be wearing gloves too.

LOA Radio, Gunny Bob is talking now of the fact that President Bush has ordered 20 million doses of Smallpox vaccine, plus another order for 60 million.

There is 180 million doses on hand now.

Ordered from labs in Denmark and England.

He has a source in the Gov, (possible, as he is ex-military.

Source says that al Qaeda plans a biological attack on the United States, that they are not happy with the effects of the past anthrax attacks so want something stronger.

Also, the Gov thinks that there is a plan to send people sick with smallpox across the borders as illegals, to infect all the people they come into contact with.

Triple explosions shake Baghdad

Three huge explosions have rocked the centre of the Iraqi capital, Baghdad, with reports of a number of people killed and wounded. The blasts occurred within minutes of each other, two reportedly at the busy Nahda bus station.

The third blast is said to have gone off at a nearby hospital 15 minutes later, as victims of the first two attacks were being brought in.

It comes as Iraq's politicians continue talks to reach a deal on a new charter.

"Two cars exploded in the same al-Nahda bus station 10 minutes apart and there are number of victims," an interior ministry source was quoted by AFP news agency as saying.

"One car exploded inside the station and the other at the entrance."

The third car bomber detonated his explosives at Kindi Hospital in the same neighbourhood, causing several casualties, police said.

ARTICLE SNIPPET: "NORTH HOLLYWOOD - When a group of gang members started roughing up his disabled friend, 15-year-old Samuel Salas stood his ground and tried to help.
His heroism cost him his life, police said Monday.

When Salas intervened, one of the dozen or so gang members involved in the attack pulled a handgun and fired, hitting the North Hollywood youth in the head, said Los Angeles Police Department homicide Detective Mike Coffey.

"Spineless cowards, that's what I would refer to them as," Coffey said. "It's incredible to me, it's unbelievable to me, that they would do that. But that's the typical gang mind-set, 12 against two."

Salas was found lying in an alley near the 11400 block of Tiara Street late Saturday, suffering from a gunshot wound to the head, police said. He died Sunday at Los Angeles County/USC Medical Center.

"From the facts that we know right now, his friend was being attacked by several gang members," Coffey said. "(Salas) even walked up and asked them to leave them alone and tried to help his friend; ended up sacrificing his life."

BEIJING -- As they prepare to join forces for their largest military exercise in modern history, China and Russia have billed this week's maneuvers as a cooperative fight against terrorism. But they're also sending a message to Washington, analysts say: Don't push the two former Cold War adversaries too far.

The eight-day exercise, which is set to begin Thursday, will be the most extensive since Beijing and Moscow fought together against U.S.-led forces during the Korean War half a century ago. Originally billed as a modest exercise when proposed last year, it has grown in scope to include nearly 10,000 troops using a range of sophisticated weapons systems.

"I can't help but think it's intended as a bit of a poke in the eye at the U.S., a way of [China] saying, 'We do have good relations with Russia,'." said Eric McVadon, a retired U.S. admiral and Asia-Pacific director at the Institute for Foreign Policy Analysis in Washington.

Moscow and Beijing said in their respective announcements this month that their Peace Mission 2005 exercise will kick off in the Russian Far East port of Vladivostok but will take place largely in and around China's Shandong peninsula, and is aimed at countering terrorism, extremism and separatism.

"Part of the exercise is beach landing and sea-air deployment, which has nothing to do with fighting terrorism," said Ni Lexiong, a military expert teaching at Shanghai Normal University. "Generally, it's being held because of the long-term U.S. aggressive military stance toward China and Russia."

Even as the Bush administration expresses growing concern about China's military buildup, Beijing and Moscow have bridled at America's recent moves in their backyard.
