If he is working in England, has been there for three years, does electrical work....he knows English. There is paper work that goes with being an ELECTRICIAN. That's not being filled out in Portugese.
Notice it didn't mention where he got his education....Age 27. Before you know it, we'll find out that he was educated in the USA.
