No word on that, but using gunpowder (Cordite) as a precursor or trigger charge isn't unheard of, since it is easy to set off gunpowder.

Reuters reporting that 2 of the devices were detonators. Probably explains the cordite.

It has been a while since I have used cordite, but it is a very slow burning powder. I bet the bombers didn't realize that it would make a bad detonator.
