True, but one of the two components of a terror attack is to cause terror. Thank God these guys were incompetent, but if nerves were rattled after 7/7...
The only security improvement is that the Chemist is in jail in Egypt, leaving the second stringers in charge. The backpacks made it to the train stations, only the incompetence of the explosive maker foiled a tremendous loss.

They stopped nothing.
Only the use of the remains of their former stock of detonators, improvised with some other common items, saved the day.
Without the chemist, they were in a quandry, being hunted, and having some more work to be done by incompetent, but zelous, drones.
