I think this is typical, and what we've seen in Iraq, namely that as we adapt, kill, arrest, intercept these terrorists, they adapt too, but at much lower levels of effectiveness. They have not been able to stage another attack in the U.S.; the second generaion of IED attacks in Iraq was much less successful, and they gravitated toward attacking civilians and kidnapping; and now we see the same pattern here, where the second bombing is vastly less effective than the first.
