I don't see this as setting off duds. The perps if caught will be serving big time even if they were not real.
I don't for a minute think they deliberately set off duds, and I'm sure I didn't say so. I'm just suggesting, as others here have, that they might not have had the proper kind of material to make the big booms they hoped for.
