Like I said before, I have nothing to hide and the reason I took a close up of rule # 11 is because that is why we were being harassed PERIOD!!!!

Not only that, but if the town of Winthrop did make the beach smoke free, there needs to be signs.  It's just the civilized thing to do.

Not only were they obligated to put up the "no smoking" signs but they didn't even follow their own rules for changing the beach smoking policy in the first place! Refer to post #97. Talk about misuse of authoritative control.
