Hmm, this is interesting... perhaps the black turban is not a signal for
'victory,' but a signal that he is mourning the death of King Fahd.
Honestly, that seems a bit hopefull though... considering al Qaida's views

Then I would think the signal is to a Saudi GROUP, to 'go' on the plans.
Or a coming attack on the Saudi's.

Explosion at Philadelphia hospital

What fire officials said was a "minor explosion" occurred this afternoon on an upper floor of the Hospital of the University of Pennsylvania in West Philadelphia.
Rescue crews were dispatched at 1:11 p.m. and were on the scene within two minutes.
Fire officials said the emergency was on the 12th-floor of the Silverstein Building near 34th and Spruce Streets. Fire officials said there were three patients evacuated on the 12th-floor. "Everybody else was sheltered in place," a commander radioed headquarters. There was one reported injury.
About the same time as the explosion, what was described as a "suspicious device" was also found on the 12-floor, a fire department spokesman said. It did not explode. (snip)

Preparation of Explosive Substances for Jihad

A highly detailed manual providing instruction for the preparation of five explosive substances was recently posted to the military manuals section of a password-protected al-Qaeda affiliated forum. The author, Abu Bilal, warns in the preface to the manual that the use of the explosives should not contradict what Allah does not approve, and the information was made available for the good use of Muslims and to prepare them for jihad.
Abu Bilal provides safety precautions, a list of compounds and ingredients for each substance, and a several-step process tree for each of the five substances: mercury fulminate, acetone peroxide, hexamine peroxide, lead azid, and silver azid. Though the author does not explicitly state how each substance may be best utilized, he cautions: Do not use these contents against any Muslims.

Gas dispersal test in midtown Manhattan
NEW YORK For the next several weeks, scientists will be releasing invisible inert gases in a one-and-a-half-mile-square area of midtown Manhattan and measuring where they go.
The experiment is run jointly by the Departments of Homeland Security, Energy and Defense. The E-P-A is participating as well.
The hope is that in the event of a chemical or biological attack, first responders would be armed with information on where dangerous particles might collect. (snip)

No names were released in either of the two media outlets covering the story. The Mirror described them as middle eastern looking men aged 35-40.
