The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Venezuela and Iran to build joint cement plant

Cement plants can be used to "explain away" certain evidence of a nuclear weapons program.

Take this concerning Iraq:

Another team finished a two-day inspection of the Al Qaim Chemical and ,Al Qaim Cement facilities located near the Syrian border in western Iraq. Al Qaim was frequently visited by the IAEA prior to 1998 and its processes at that time were well understood. This inspection covered all buildings on this large complex site and included appropriate sampling of raw materials, ore and concentrates. Al Qaim was a producer of uranium "yellow cake" prior to 1991. The uranium extraction plant was destroyed in 1991 and the site has been under IAEA monitoring ever since.

Cement production also provides "dual use" cover for a country to obtain HMX, an explosive useful in nuclear weapons.

The links, within the link below, are obviously about model airplanes and helicopters. Also links about 2 cycle engines, receivers and transmitters. I ran translations of the text, which obviously is too long to post. In the text were references to "poison", "brotherhood", "the small size and wood frame would evade detection of security" and so on.

The Air Force's global strike concept was taken over by Stratcom
and made into something new. This was partly in response to the
realization that the military had no plans for certain situations. The
possibility that some nations would acquire the ability to attack the
United States directly with a WMD, for example, had clearly fallen

I hope the plans are now in place.

Al-Qaeda gives European states month to quit Iraq
Abu Hafs al-Masri Brigades warn European nations to face
London-style attacks if they do not quit Iraq.

The Al-Qaeda terror network warned European nations to pull their
troops out of Iraq within a month or face more attacks like the deadly
London bombings, according to an Internet statement.

"This message is the final warning to European states. We want to
give you a one-month deadline to bring your soldiers out from the
land of Mesopotamia (Iraq)," said the statement signed by Al-Qaeda
group the Abu Hafs al-Masri Brigades and dated July 16.

After August 15, "there will be no more messages, just actions that
will be engraved on the heart of Europe.

"It will be a bloody war in the service of God," said the statement, the
authenticity of which could not be verified.

"It's a message we are addressing to the crusaders who are still
present in Iraq -- Denmark, the Netherlands, Britain, Italy and those
other countries whose troops continue to criss-cross Iraqi territory.

"These are our last words. The mujahedeen, who are on the lookout,
will have other words to say in your capitals."

A statement issued in the name of the "Europe Division" of the same
Al-Qaeda group claimed responsibility for the July 7 bombings on
London's public transport system which killed at least 56 people and
wounded some 700.

The same group also claimed the 2004 train bombings in Madrid and
the 2003 attacks in Istanbul.

"After the laudable strikes that have shaken London and the cities of
other Crusaders still present in Iraq, we have renewed the ultimatum
that we had given," the statement said.

"We give you all one month to reflect carefully on your policy towards
Islam and Muslims.

"We're giving you this deadline so that you stop running behind the
United States and the Zionists, without paying attention to the blood
that has been shed and continues to be shed in the land of Islam -- in
Iraq, Afghanistan and Palestine."

The statement came amid intense debate in Britain over the role the
2003 invasion of Iraq played in spurring the four British suicide
bombers to carry out the deadly attacks.

In a Guardian/ICM poll published Tuesday, two-thirds of respondents
said they saw a link, while three-quarters said they considered further
attacks likely.

But the government of Prime Minister Tony Blair has continued to deny
that the war left Britain more vulnerable to terror attacks, despite a
damning report from the respected think-tank, the Royal Institute of
International Affairs.

The Abu Hafs al-Masri Brigades take their name from an Al-Qaeda
commander killed during the US-led invasion of Afghanistan in October
2001.

US general: Insurgents using more lethal bombs
General Carter admits Iraqi insurgents have adapted to
increased armour protection on US military vehicles by
changing techniques, building more lethal bombs.

WASHINGTON - Insurgents are using more powerful, armour
penetrating bombs in attacks like those this week that killed 21 US
marines in western Iraq, a top general said Wednesday.

It was unclear what kind of device was used to kill 14 marines and an
interpreter in an armoured amphibious assault vehicle Wednesday in
the town of Haditha.

But Brigadier General Carter Ham of the US Joint Staff said insurgents
have adapted to increased armour protection on US military vehicles
by changing techniques and building more lethal bombs.

The changing insurgent techniques have proven a challenge for US
forces, he said.

"We are seeing larger amounts of explosives," Ham said.

"We are seeing different techniques that are being used in an effort to
counter the efforts of coalition and Iraqi security forces to protect folks
while they are moving -- different types of penetrators, different
techniques of triggering the events."

"I mean, again, this is a very brutal, lethal and adaptive enemy," he
said.

The marines killed in Wednesday's attack were in an amphibious
assault vehicle, which carries less armour protection than a tank, he
said.

They were in the same area where six marine snipers were ambushed
and killed on Monday, he said.

In that attack, the marines were dismounted, apparently moving on
foot through Haditha, when they were killed. One of their bodies was
found some distance away.

"This was a unit that was properly prepared, trained and equipped for
their operation. They came under attack and, as we know today, the
six US Marines were killed in that attack," he said.

Ham shed little light on their deaths, saying the incident was under
investigation.

But he denied rumours the marine snipers were betrayed by
ostensibly friendly Iraqi forces, or that some were beheaded and
mutilated, and he said there were no indication that any marines were
still unaccounted for.

Ansar al-Sunna, an insurgent group linked to al-Qaeda, claimed
earlier in an Internet statement that its forces killed eight marines and
captured a ninth on Monday in Haditha.

Ham said US forces have been conducting simultaneous operations in
towns along the Euphrates river valley that are used to funnel foreign
fighters and weapons into Baghdad from the Syrian border.

US commanders were concerned about the insurgent presence in the
area and brought in additional troops from outside the marine's sector
for the operation, he said.

In past campaigns in the area, insurgents have simply moved
elsewhere. But Ham said the simultaneous operations have disrupted
their ability to move.

"I think that's one of the contributing causes to these number of direct
contacts that are occurring," he said.

Granny, that is just what I was thinking about. I'm worried that our troops could be in danger Sunday morning somewhere in the world. I pray this is not so.

Apparently our Gov't has sensed something additional in association with Al Zawhari's recent video. Appears primary target area is ME, but that does not leave continental US safe as the same was thought on 9/11. The pucker factor has just increased a notch.

Americans in the Middle East and North Africa were warned Thursday they may be targets of terrorists using biological weapons as well as conventional arms.

Seaborne vessels traveling in the southern Red Sea are among the possible targets, the State Department said in alerting Americans to ongoing security concerns.

Also, the department said it was concerned extremists may be planning to carry out attacks against Westerners and oil workers on the Arabian Peninsula.

Americans considering seaborne travel near the Horn of Africa in the southern Red Sea should exercise extreme caution, the department said.
