Point the first, the London bombs used timers, not cellphones.

Point the second, the bad guys, if you don't detain them, will find a way to wreak havoc, one way or another.

Point the third, I guess in the minds of the Port Authority folk, no one ever needs to call for a cop, firefighter or ambulance while in the tunnels.

When are the "ones what be's in charge" stop the knee-jerk responses and work proactively (i.e., securing the borders and going after the bad guys who are already here)?

I thought of that.But 15 years ago very few people had cell phones.So I guess we are regressing

There are call boxes in the tunnels.
