Egypt, Saudi Arabia, Syria seem appropriate.

With no warning, nuke it to rubble.

Announce that in the future, for each non-muslim murdered by terrorists, 100,000 muslims will be targeted.

IMHO the war on terror will be won by money - lots and lots of it. Enough to buy information and enough resources to smother the evildoers before they can inflict damage.
