My understanding is that, without constant maintenance, nukes "go bad." You can't just bury a nuke for a decade or more and expect it to work when you dig it up.

My first guess would be a country that hated us, felt threatened by us, and didn't want to be nuked in retaliation - like Iran. They could hit Elizabeth NJ, taking out the port, 1-95, rail service and other communications, while merely irradiating New York City.
A bomb in New Orleans would decimate the city and disrupt the Missisipy river traffic.
There are dozens of sites.
Of course conventional attacks on Oil Refineries, Chemical plants etc would also be quite devastating.
