That is something I wonder whether the Arubans realize: many tourists down there this summer probably could not cancel flights/reservations without losing their money, so decided to go anyway. And this is their low season. Come fall and winter, they may find they no longer have a "high" season, unless they're referring to the drug trade.
American women must decide for themselves to cease to be prey. The parents of teenagers and newly young adults must counsel them frankly about the risks of druggings and gang rapes that feeds the PornPerps. They should not vacation on Aruba (or many other places in the Caribbean).
I think the more humane among them realize it. The PornPerps and otherwise corrupt think the supply of victims is endless.
I doubt very much if high school graduates will be going there.
