Imho, if one is going to hold the chaperons accountable, they would also have to hold the parents accountable as well. The parents were well aware of the ratio between the number of teenagers and the number of facilitators (chaperons).
Of course you're right. I just don't think parents really have any idea how much alcohol and illegal (in the US) drugs might be consumed during these trips.
