This situation is what submarines are for. The basic idea should be to have the president of the United States announce to the world something like this:

The United States is a Christian nation, and it would be immoral for a Christian nation with the power which God has given us to allow Christians anywhere in this world to be treated the way Christians and other non-slammites are being treated in Sudan. Therefore, until all persecution of Christians and other minority groups in Sudan ceases, American submarines will be patrolling the waters off of Sudan with orders to sink any ship attempting to load oil from Sudan. Have a nice day.....

One can always hope.

You may wish to consult a map of Africa, before sending out our subs to patrol Sudan's coast. I can just see the reaction of the world's 1 billion muslims to the idea that we are patrolling near Mecca in support of an overtly Christian mission.
