Not me. I'm the one who pegged what the Hospital Associations were up to and warned about it. You've read my profile page. This has been there forever:

When Pat Buchanan ran ads about a man choking on a meatball because the 9/11 system was bilingual, he didn't distinguish between legal and illegal. Tancredo's bill that would have established a moratorium on immigration applies to legal immigrant rs, not illegal ones.

The distinction between legal and illegal immigrants did not evolve until many years into the debate.
