On a serious note,
If I leave Home Depot with a 2x4 sticking out the back of my vehicle without a red flag, the cops will give me a ticket.
Maybe the officer should have strung his gold braids around the barrel.

It doesn't have a "little red flag thingy". It has a set of lights which can be clearly seen in the picture hanging from the barrel (although the force of the collision has driven them up the tube from the muzzle end where they're usually mounted).

The barrel was pointed more in a downward position and locked down before impact. It slid up the hood and broke the barrel lock.
