The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

In a Second Communiqué from the Abu Hafs al-Masri Brigades the Group Claims: London Attacks Were the Start of a “Deadly War”, and Cites Denmark at the Top of a List of European Countries with Soldiers in Muslim Lands

In a second statement posted to the Abu Hafs al-Masri Brigades’ website yesterday, July 10, 2005, the group claims that the attacks perpetrated in London last Thursday are “but a start of a deadly war and a continuation of jihad” and includes Britain with the United States and Israel in “evil’s axles.” The message indicates that the “black fingerprints” of the British are evident in Iraq and Palestine, and European countries that continue to maintain an active involvement in Iraq, “Denmark on top of them,” will not be safe.


The website also contains a biography of Abu Hafs al-Masri, taken from al-Battar No. 13, al-Qaeda’s online military publication. This particular issue instructs in the use of Rocket Propelled Grenades (RPGs), a warning to Muslims about approaching blasphemers and oppressors, and a eulogy for Abdulaziz al-Muqrin (Abu Hajer), the former leader of al-Qaeda in Saudi Arabia.

Commentary Analyzes London Attacks and Threatens Attacks Against Italy

A two page commentary entitled "Reflections On the Blessed London Attack" written anonymously and circulating on jihadist internet messageboards analyzes last week's attack in London through seven conversation points: defeat of British security measures, international media coverage, British political repercussions, economic impact on the UK, the success of "victory by terror", ideological success, and the impact of the attacks on European Muslims. According to the article's author, the London attacks were specifically timed to coincide with the UK's simultaneous Presidency of the Council of the European Union and hosting of the G8 Summit in order to prove the superiority of the mujahideen over Western security measures. The article finishes with a call for European and British Muslims to "help the lions of al-Qaeda and al-Qassam…"

Throughout the article, the author refers to London as "the second capital" of infidelity and calls for mujahideen to "spy" on the "third capital of the infidels" in order to make the next attack "bigger and sooner". The article later explicitly references Italy as a point of future attacks, threatening "Italy, you wait for your turn, it is coming, no doubt. We will not forget Silvio Berlusconi. We will not forgive as we did not forgive Britain. We will not forget the Belfour promise, which promised those who have no right in Palestine. We will not forget your hatred to Islam and Muslims…"

...even to the point of calling off an operation if they feared they might be monitored.

I feel they likely have so embedded themselves in daily life in various and assundry locations they are "taken for granted" as part of the typical daily grind. If the locations they are planning to use are intertwined along that route, who's to be the wiser if they do or do not pull off their attacks? Packages or bags left under bus seats or on benches or ledges...even fast food bags could be lethal if packed with incendiary devices (besides the food).

Of course cost is prohibitive for preventive equipment, but the potential loss of human life has great cost as well.

Not everything was off-base, but hard to sift fact from fiction.

Lots of bad things and bad people got loose when the USSR came apart. Things are probably better now, but a lot of damage was done.

Most militaries have some sort of special forces. If it weren't for them, the USSR would probably still be around. They saved Yeltsin and stopped the coup in 1991. But they had some very bad characters as well. Then, there were the neither bad nor good, but those who could not feed their families after the fall of the USSR as they often went months without pay, and they were corrupted.

Russia's military has big problems, but they are bottoming out. There are still special forces (spetznaz), but while they probably have their share of Timothy McVeighs, they are not as a matter of policy arming Al Qaeda with nukes as they are active on their territory (Chechnya) and in their neighborhood (Georgia, Uzbekistan, Kirgizstan, etc). So the first place AQ would bomb if they got one would be Moscow. Russians may be a lot of things, but not stupid.

However, stupid things happened in the chaos after the USSR collapse. And those things may one day soon come to haunt us.

TAMPA, Fla. (AP) - Jurors hearing the terrorism trial of a professor and three co-defendants told the judge Monday that the deadly London bombing attack won't hamper their ability to decide the case fairly....

Asked if they thought the bombings had anything to do with former University of South Florida professor Sami Al-Arian and his co-defendants, jurors replied that they did not.

Defense attorneys also were concerned about changes in courtroom security. For the first time since the trial began last month, a U.S. marshal was stationed directly behind the defense table. Moody announced the changes had "nothing to do with London," but asked a member of the security detail to move back.

Prosecutors allege Al-Arian and his co-defendants raised money for the Palestinian Islamic Jihad or PIJ, a terrorist group the State Department says is responsible for more than 100 deaths in Israel, the West Bank and the Gaza Strip. Link to Full Article

It would seem easy enough to record these conversations even though the conversations are not understood by the people minding the prisoners. Perhaps volunteers or students studying Arabic could translate the conversations. Lack of translators seems to be a gigantic problem in this war on terror.
