The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

Mass Transit “Ideal Target” for Use of Unconventional Weapons, U.S. Official Says

Mass transit is an “ideal target” for terrorists to use conventional weapons or weapons of mass destruction, the head of the U.S. National Transportation Security Center said yesterday following the bombings in London (see GSN, July 7).

“First, it’s public, so there’s ease of access,” said center Director Brian Jenkins. “Second, these are congregations of strangers that guarantees attackers anonymity. And third, it’s concentrations of people in a contained environment, and that enhances the effects of explosives as well as unconventional weapons. It guarantees them high body counts.”

“To say we’re going to seal it off against terrorism cannot be done,” he told the Washington Post.

Authorities in the Washington, D.C. area sharply increased patrols of mass transit systems following the London bombings, the Post reported (Layton/Ginsberg, Washington Post, July 8).

Other cities also took additional measures. Authorities are monitoring the air and water supply in New York City for biological and chemical agents, the Post reported today.

In addition, New York City yesterday morning doubled the number of police officers assigned to patrol its transit systems. A police officer was assigned to every train, with a total of 6,000 officers patrolling the system, according to the Post (Goo/Eggen, Washington Post, July 8).

New York Senator Charles Schumer (D) yesterday said he planned to seek a quadrupling of the $100 million in federal funding designated in a homeland security spending bill for mass transit and rail security, the Associated Press reported.

“It seems clear mass transit is the terrorists’ target of choice,” he said. “The bottom line is, we are not doing enough to protect mass transit.”

He also said $50 million of the homeland security funds should be allocated for developing explosive and WMD detection devices for subways (Sam Dolnick, Associated Press/1010wins.com, July 7).

Walk-through explosive detection portals are now being tested at some U.S. airports, but such screening procedures are unlikely to be used in subways or other mass transit systems, Inside Bay Area reported today.

While airline security screening is already a fairly time-consuming process, “imagine the line at a subway entrance,” said Susanne Gordon, a Sandia National Laboratory physicist who works on chemical and biological weapons detection.

In addition, while explosives leave detectable traces, chemical and biological weapons are more difficult to uncover, she said (William Brand, Inside Bay Area, July 8).

One expert said mass transit security issues could not be solved quickly, AP reported.

“Very little technology can be applied in this area in an effective way,” said security consultant Rafi Ron (Associated Press/USA Today, July 8).

Elsewhere, Japan today responded to the London bombings by boosting security at its nuclear plants, among other measures, AP reported (Mari Yamaguchi, Associated Press/Yahoo!News, July 8).

If releasing Al-Maqdesi from the Jordanian prison a few days ago, only to re-arrest him after an interview with Qatari satellite channel Al-Jazeera, was a deal intended to split Al Musab al Zarqawi’s group, then not only was it an awful deal but also an unsuccessful one.

Although we remain oblivious to the reasons for al Maqdesi’s release, history and experience prove that dealing with groups and ideologies that only believe in branding other Muslims as infidels and carrying arms is counterproductive. This is because al Maqdesi and such groups totally rejects negotiation and kills those who believe in a language of mutual understanding.

Al Maqdesi's interview on Al-Jazeera is disturbing, horrifying and frustrating. This man refrains from denouncing killing, instead saying its time has not yet come! He does not condemn suicide operations but supports efforts to rationalize it! He does not say enough to recklessness but believes Arab governments have driven their youth to it. He does not say no to killing security officers, Shiites or to bombing houses and shops. Rather, al Maqdesi calls for focusing all efforts on more important goals, insisting these operations should not delay the journey.

If he had been Bin Laden's advisor, al Maqdesi would not have advised him to refrain from violence. He would, however, have advised Bin Laden not to be hasty and to ensure that he is strong and well prepared. I write this with complete confidence and awareness that Jordan and its people would never bargain with such a man or such an ideology. While it is true that he has not fired a shot, al Maqdesi remains as lethal as those who have.

As for establishing a dialogue, this remains concern for the media, or as we say in the language of press, "a press beat". It is regrettable that al Maqdesi was allowed complete freedom to reply without further probing to reveal to the audience this man's real aim. What a shame! Al Maqdesi derives his authority because of his book "Obvious Indications for Considering Saudi Arabia an Infidel". It is well known that a long history of deep-rooted disagreement exists between Saudi Arabia and Qatar . However, if this conversation took place to spite the Kingdom, then this is surely a clear case of political insolence.

I am unable to decipher Qatar ’s aim in giving airtime to a flagrantly fundamentalist person and another more secular. When Al-Maqdesi is questioned about Egypt and Jordan , he who does not call Saudi Arabia by its name but rather refers to it as "the peninsula", is this freedom of media in action? Why does the presenter refrain from asking Al Maqdesi on his opinion of Qatar and its policies, thereby benefiting the jihadist youth that Al Jazeera glorifies? They may then realize the Emirate features on the map of atheistic countries along with Egypt and Saudi Arabia as stated by the ideology of Al Maqdesi and his followers. The satellite channel even failed to present another guest to counteract the claims of Al-Maqdesi!

After the collapse of Saddam Hussein's regime in Iraq , we thought that we would see the Arab world deal maturely with its disagreements and conflicts. However, the media games that we are witnessing today compel us to pray for divine guidance for all the major channels, let alone the minor ones!

Common sense.

Your point is well taken. High IQ decisions based on past experience mean absolutely nothing without common sense (thinking outside the box) applied.

This country is still releasing Level 3 child molesters into the public - how can we be assured terrorists out on bond won't wreak the same havoc on us. Neither should be walking our nation's streets - period!

Sex Offender Classifications - Washington

Judges are now able to impose stiffer sentences on terrorists.

Question is, will they, and what about releasing them on bond while they await trial?

Too few understand it is the first truly global insurgency, and therefore many of the ways we have to think of this war turns on its head what otherwise seems like common sense. This is not conventional warfare. It is unconventional. Fighting it with conventional strategies guarantees defeat.

Like Mao said, the people are the sea in which an insurgency swims. An insurgency does not require active support of the people, only passive neutrality (which they hope to achieve by terrorizing them into meek submission). However, a government needs the active support of its people, not passive neutrality. So the game is rigged. This is why insurgencies take many years to defeat. Most folks grasp what insurgency means as far as the Iraqi people go. Few seem to grasp what a global insurgency means.

If we dry up the ocean of global anti-American sentiment, the jihadi fish cannot swim from nation to nation with no resistance. But if the entire world becomes their ocean, this war will never end. Or it will end badly. The battle of global perceptions (which we are not winning) is not about "sensitivity". It is about survival.

Conventional war is not a "popularity contest". He who is left standing wins. Their hearts and mind don't matter. Grab them in other ways "and their hearts and minds will follow".

But unconventional war by definition *is* a popularity contest. Global insurgency does not need worldwide support, only neutrality. The world does not have to like the Jihad. It only has to hate us and declare neutrality.

We cannot win with the mere passive neutrality of the world, we can win only with its active support. So that is why this is, above all, a worldwide battle of ideas.

I am not sure I believe this yet. The first sources I found aren't reliable others are picking it up now as the truth. Do any reporters write there own stories anymore?

Sanitized news is the same as NO NEWS. Softening the effect of the attack serves to disassociate people from reality.

I disagree.

STEP ONE.
You give Tehran 48 hours to get its people moving on the first all muslim campout. Then you NUKE Tehran. Reason: Iran has been on our list of Countries that sponsor terror for decades.

Then you ask for unconditional surrender. They say no and you wipe out the next largest city in Iran. Continue as needed. Either they surrender or they die. Win Win for US.

When they surrender you give them a constitution, with emphasis on FREEDOM OF RELIGION. Tell them if there are any kinds of insurgency type problemos, we go back to step ONE.

Next country Syria, or we could let the Israelis do them.

Next country Pakistan. They let us go in and remove their nukes and whatever else we deem little children should not play with or we go back to STEP ONE.

Unconventional warfare only succeeds when you don't decide to use all the insecticides in your arsenal.

I just was contacted by a friend in Customs... I will not repost word for word what I was sent, but here is what they responded to the press with.

"The FBI, Port Authority and the Metropolitan Transit Authority have discontinued cell service in the Lincoln Tunnel and Holland Tunnel and the Queens Midtown Tunnel and Brooklyn Battery Tunnel until further notice."
