The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

India to deport US missionaries

ARTICLT SNIPPET: "Four American missionaries have been asked to leave India for what police say is a violation of visa regulations.

The missionaries were attacked by a Hindu mob in India's western city Mumbai (Bombay) on Saturday evening during a Bible reading session.

Police said three of them were treated for bruises and cuts in a hospital.

One of the assailants was released on bail after allegedly abducting one of the missionaries who are accused of trying to convert local Hindus.

'Stern action'

Police told the BBC that the men entered India on tourist visas, but were found preaching religion.

They say two of them have already left Mumbai, and the other two are waiting to catch the next available flight.

Police say a group of local Hindus beat up the missionaries, because they angered over their attempts to convert local Hindus.

But the missionaries told the police they were only holding a Bible reading session.

Mumbai Christians have condemned the attack, and urged the police to take stern action against those involved in the attack."

"Woman 'ordered to marry rapist'"

ARTICLE SNIPPET: "An Indian woman who was allegedly raped by her father-in-law is now being ordered by a Muslim council of community elders to marry him.
The council says under Islamic law the rape has nullified her marriage, according to media reports.

But a top Muslim body in India has rejected the argument saying it is not valid under Sharia (Islamic) law.

It says the council was not authorised to give such a verdict and added that the alleged rapist should be punished.

Reports say the 28-year-old woman was raped when she was alone at home in Charthawal, in the norther Indian state of Uttar Pradesh.

When the incident came to the notice of the council, it ordered that she marry her father-in-law and change her relationship with her husband to that between a mother and son.

It also ordered her to leave her home and stay away for seven month and 10 days to become "pure"."

ARTICLE SNIPPET: "Wednesday, June 15, 2005 - Despite the soaring cost of incarcerating criminal aliens nationwide, the federal government has reduced its reimbursements to state and local governments, two new reports by the U.S. Government Accountability Office found.


California spent $635 million in 2003 to incarcerate criminal aliens in state prisons, but received only $77 million in reimbursements from the federal government, the reports showed. The Los Angeles County jail system spent $55 million housing illegal aliens in 2003, but received only $14 million in reimbursements.

"It's a tremendous burden for the taxpayers of Los Angeles County and we would put the figure more at about $80 million (a year)," Sheriff's Department spokesman Steve Whitmore said Tuesday. "It is a federal problem that is not funded federally. It is funded by the taxpayers of Los Angeles County."

The issue has gained the attention of U.S. senators from California, Arizona and Texas, who are demanding that Washington chip in $6.4 billion to cover the costs of jailing undocumented criminals.

The GAO report estimated the U.S. Bureau of Prisons' costs to incarcerate criminal aliens and reimburse state and local governments rose from $950 million in 2001 to $1.2 billion in 2004, a 14 percent increase. But during that time, federal reimbursements for incarcerating criminal aliens in state prisons and local jails dropped from $550 million to $280 million.

Those funds were paid to reimburse 700 local governments for incarcerating about 147,000 criminal aliens nationwide, with five jail systems accounting for 30 percent of the criminal aliens. These include jails in Los Angeles County, Orange County, Maricopa County, Ariz., New York City and Harris County, Texas.

About 65 percent of these inmates were from Mexico."
