The rumour is that Cheney is on the Hill!Then the word must have gotten out that this vote will be close - they wouldn't have Cheney standing by if they didn't need him.
That means that a lot of the "Magnificent Seven" are planning on voting against Owens. Maybe all of them.
Can you say, "The fix was in"?

I was wrong. Specter abandoned his previous repeatedly stated opinion that a deal that doesn't give all an up or down vote would be wrong.

7 RINOs have vowed not to vote for rules change if Owens / Brown / Pryor come to the floor for a vote But they will vote for a rules change if any of those do not get the vote.
Fair enough. Nuclear option belayed as long as the DEMs vote.
