I agree with you about the overreaction. This crap HAS gone on way too long and needs to be settled, but as I posted earlier, IMHO there is not going to be a resolution on this ... that is, a bid to end cloture and force a vote ... before next week.

Is that why they keep saying "these nominees have had a floor vote?" Those are references to cloture votes. 16 of them in 2003, 4 in 2004. The conclusion in those 20 cases was "The Senate will not vote on the nominee."

I also think that as a matter of principle the parties should release senators from party votes on judges. We might ALL wish for that. But the reality will be that the RATS won't honor it. Most of them will vote lock-step party line regardless of what their personal feelings are about the nominee. So your offer, while generous and optimal, wouldn't be applied fairly.
IMO.

Specter may very well vote against Owen. But I think he'll vote for cloture and to at least give her a vote. Arlen is Arlen, he'll never be a conservative, but if he votes to for cloture, that's good enough for me, because IMHO his vote won't be needed on Owen.
