Probably a 14 year old kid doing his first solo.
Imagine he would have almost dumped his load when a couple fighter jets came screaming by.
That sort of activity shouldn't be allowed in the area. Fighter jets scrambling, people being evacuated, etc. every time someone screws up is nuts.
