Probably circling the Cessna but they can fly fairly slow by using angle of attack, flaperons and leading edge slats.

After making sure the flaps are down, just keep the power up and a little backpressure on the stick.

The F-16 *is* a single engine plane, it's just that the engine has around 25 to 30 thousand pounds of thrust, or maybe a tad more, depending on model and dash number.
