He probably uses a random IP generator. It could be difficult to get a fix.

If you can get the IP, you can get upstream to his provider and press them to 86 his account for contractual violations. Depending upon how egregious and widespread his activities, that action could well go the legal route and end in criminal prosecution. Might not be just FR involved, at that point, but perhaps other websites and forums of a conservative nature.
