In fact, the really nasty part will come when the neocommunist scumbag politicians (of both parties) strive to be good guys and start the exceptions. First will be the Amish. Then, maybe, conservative Jews. Then, some Indian tribes. Then Sikhs, "journalists," retarded folks, battered wives, those in a witness protection program, any government employee not covered by social security and so on. Then, there will be limits on who can ask to see your ID and when. All the while, the sure-thing, secure technology will be duplicated by Presidente Fox's agent in the US and criminal illegal alien wetbacks will be able to buy fake "official" IDs for about the same price as their second official Matricula card.
It will be the exclusions and exceptions that hold risk rather than the cards, themselves.
