Mafia members gave each other awards....Hitler gave his "collegues" awards.....the "colleagues" of the ATF at Waco gave each other awards.....and so it goes.....

The police carry out that order as well as those medical
staff involved.
All of these professionals have a code of conduct and a code
of ethics that demand they protect and or sustain ALL human life (unless of course the human is harming or threatening to harm others or has been adjudicated in a court of law to be a criminal)
If this judge is a murderer, he sure had plenty of accomplices..
The Nazi war crimes tribunals indicated that 'just following orders' is not a defense...
