One problem with your suggestion is that SS is universally liked by the American people. You are in a minority, a small minority. I think I have read the yeah sayers for SS are in the upper 70/s percent. So your solution is unrealistic.

Agree - This (SS) was a money/power grab from the outset with ages to receive benefits always higher than the average lifespan (Now that we are living longer they will raise it accordingly). It has been an off budget funding source since the mid 60's and it is simply a rip off masquerading as a retirement assist. Now that they have wasted several Trillion with these off budget borrowings they want the issue more debt to inflict this waste on the people. They call this debt 'Transition Costs'.
