Calif. Bills Target Inmate Rape, Condoms

Inmates would be given condoms and corrections officials would be required to make preventing prison rapes a priority under two bills that advanced in the state Assembly Tuesday.

One of the bills, which passed out of the Public Safety Committee 4-2, would allow nonprofit groups and health agencies to distribute condoms and other bodily fluid barriers in California prisons.

The bill's sponsor, Assemblyman Paul Koretz, said various studies put the incidence of homosexual activity in prisons at between 30 percent and 60 percent of male inmates, while HIV infection is at least five times that of the outside population.

I am as anti-criminal as one can be, but I think every prisoner should be allowed solitary with a bible if they choose.

Like the guards currently help inmates rape their fellow prisoners? Or they look the other way?

Every legislative body has bills introduced that seek to make a statement, or preach to a choir, with no hope of passage. This seems to be a habit of all politicians. This bill smells of such an effort.

I agree... You never know. Maybe some day I will be accused of a crime I didn't commit or commit a crime I didn't know existed or shouldn't exist.

Why should rape be the consequence?

Maybe if they have condoms, the inmates will be more likely to stay monogamous for some reason.

Is this the logic?

Weird how this guy is equating rape with sex. I hope he's not a parent: "It's unrealistic to think we have the ability to completely eliminate rape, so here, carry these condoms with you just in case, kids."

Sorry, I fail to see how passing out condoms will help.

It's like this - I'm going to rape you, but I'm thoughtful enough to put on a condom first.

What I don't get, and forgive my ignorance, is why in the hell these animals aren't locked down in their cells till they serve the time? Push ups and running in place should suffice, instead of all of the amenities they now get while our schools do without books, etc. Kalifornia is a joke, and to hell with the bleeding hearts who think the inmates deserve anything more than bread and water. Lock down would mean less supervision, riots or gang rapes....think of the savings. If they did "without" they wouldn't come out stronger and more dangerous than when they went in. Go figure.

Homosexual behavior has always been around, especially in prisons. Supposedly, once a man is no longer a prisoner, that behavior stops, and he is not considered a queer.

Not sure I understood your response so I'll explain mine and see if we are on the same page. It kills me that you would have to pass a law to tell a prison official that preventing rape should be a big part of his job. And the fact that they think passing out condoms is going to make rape safer and prevent the spread of Aids is just too bizarre to happen first anywhere but California. It proves that government should not be trusted to do much of anything.
