If you re-read the article and substitute the word "socialism" for the word "France," it becomes quite clear what Romano Prodi is saying.

I do not think it is in the interest of the USofA to have a united Europe. We fought two wars to preclude a united Europe under German control. Was it the Germans or a united Europe that was of concern? Because these two wars were similar to the wars against Napoleon waged by the Brits to preclude a united Europe under French control in the 19th century I conclude it is a united Europe rather than a dominate country that is our concern. So, I'd like to see the European Union fall apart, the sooner the better.
