I remember the early newscasts the morning it happened they were looking for, I believe, a brown car with several "middle eastern looking" men.

I remember that morning, too, as I was watching TV. Katie Couric and others were, for the first hour afterward, talking about 'foreign terrorists and terrorism'. Ironically, they all switched to 'home grown' early in the day, and 'foreign' got moved off the radar. When McVey was apprehended, they considered themselves vindicated.
It seems that a certain memo from a certain individual high-up in Washington and sent to the OKC investigators told them to 'kill any reference to foreign involvement'. Rumor has it that that memo was the work of one Jamie Gorelick, of the 9-11 Committee and the Wall between the FBI and CIA fame. [It is interesting that the MSM fell right into lock-step and helped 'kill any reference to foreign involvement' too.]
