My knowledge is not too hot on Morocco either but from what some people have said on this thread it does not seem to bad (in context at least). It seems that they have a cool headed King with a mind for diplomacy.

They have a duplicitous power-mad king who is preventing legitimate economic development, presides over a corrupt government, and is no friend of the West. He is just capable of keeping his mouth shut when it's to his advantage, and lying the rest of the time.

Most of the March 11 Madrid bombers came from Morocco, which has a very active Muslim terrorist movement - which the King has stalled any effort to investigate. Conditions are terrible there - why do you think Moroccans drown every day setting out in leaky little boats to get to Spain?

The Spanish government of Zapatero is sucking up to Morocco, giving it huge economic advantages at the expense of Spanish agriculture and fisheries, because Spain hopes to placate Morocco this way. BTW, Moroccan maps show the Spanish North African states (Ceuta and Melilla) as well as the Canary Island colored in Morccan colors.

Our motivations in recently sucking up to Morocco are a little harder to determine: perhaps it is because the King keeps his rhetoric down, perhaps it's to tell the Spanish that one newly unfriendly power controlling the Straits is enough (and that Gr. Britain can probably deal with Spain on that), and that we're going to be paying more attention to Morocco in the future.
