The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

UK: stowaway on American nuke-powered aircraft carrier

What is Abdoul Masmoud Yessoufou trying to do? "Stowaway Boarded US Carrier," From Isle of Wight County Press, with thanks to Twostellas:

Abdoul Masmoud Yessoufou, 37, whose address was given at Portsmouth Magistrates' Court on Wednesday as East Street, Newport, admitted entering a prohibited area at Portsmouth Docks.
The court was told that Yessoufou was found on the USS Harry S. Truman at the weekend after he strolled past guards and hitched a ride out to the carrier on a boat used by sailors on runs ashore.
Yessoufou had previously appeared before Uxbridge Magistrates three times this year for entering restricted zones at Heathrow. He also reached the side of an aircraft at Southampton Airport in January.

Two Saudi Passengers Aboard April 8 KLM Flight Had Attended the Same Arizona Flight School as a 9/11 hijacker; Mexico City-Bound Flight Returned to Amsterdam

Some U.S. Counterterrorism Officials Fear Latin America May Become Staging Ground for Al Qaeda

NEW YORK — On April 8, KLM Flight 685 took off from Amsterdam, scheduled to pass through U.S. airspace after making a long swing over Canada on its way to Mexico City. By the time the Boeing 747 had finished its three-hour crossing of the Atlantic, U.S. Department of Homeland Security screeners were on high alert. The names of two Saudi passengers aboard the flight had begun producing "hits" on the screening center’s list of 70,000 suspect foreigners. According to an FBI database of terror suspects known as TIPOFF, the two Saudis were brothers and pilots who had attended the same Arizona flight school as 9/11 hijacker Hani Hanjour, Investigative Correspondent Mark Hosenball and Senior Editor Michael Hirsh report in the April 25 issue of Newsweek (on newsstands Monday, April 18).

Soon the multiplicity of U.S. terror databases started pumping out similar hits. Fearing that Flight 685 might be a 9/11-style plot in the making, U.S. authorities refused the plane overflight rights, and Canada rejected a request to land. Much to the chagrin of its 278 passengers, the KLM jet returned to Amsterdam. Hosenball and Hirsh write that Washington’s concern about the flight seems legitimate. In the last year, U.S. counterterrorism officials have cited intelligence indicating that Al Qaeda might be planning to use foreign-based airliners to launch attacks against the U.S. homeland. One U.S. counterterrorism official told Newsweek that the two passengers were "bad dudes." And a European intelligence official said the two have "extensive but secondary links" to Al Qaeda.

At least one of the two Saudis had previously been deported from the United States, according to Homeland Security sources. A former neighbor in Arizona, who asked to remain anonymous, recalled that federal officials in full body armor rushed the Saudi’s empty house several weeks after 9/11 and later arrested him. During FBI questioning, a law-enforcement official told Newsweek, the Saudi acknowledged knowing Hani Hanjour. Upon further questioning, he also conceded that he had known another of the 9/11 hijackers.

Even so, by the end of last week, the reasons the Saudi brothers gave for their trip to Mexico appeared to be holding up, U.S. investigators conceded. The men told authorities they were visiting their ill father, a retired Saudi diplomat who is living in Mexico. A Saudi official in Riyadh later told Newsweek that the father was a former "administrative employee" of the Saudi foreign ministry, but that he has not worked for the government for 10 years and has a Mexican wife. One counterterrorism official said authorities were aware of the family and had been watching the brothers for some time, adding, "I just don’t think this was a plot along the lines of 9/11." Much as some intelligence officials insist that the Saudis have Qaeda links, no Western agency made a move to arrest them. (Because of the ambiguous nature of the case, Newsweek has decided not to publish their names.)

The fact that Europeans still tend to see counterterrorism as a law- enforcement problem partially explains why Dutch and other European authorities, lacking direct proof of a crime or plot, decided not to detain the two Saudis, report Hosenball and Hirsh. Yet even the Europeans aren’t completely on the same page. Officials with Dutch and U.S. intelligence say that after the two men arrived back in Amsterdam, they flew to London, where they were refused entry. Then they flew back to the Netherlands, where they were under surveillance before returning on their own to Saudi Arabia. British officials were later peeved that Dutch authorities failed to communicate to them the full tale of KLM 685. A Saudi official later told Newsweek the two men had been detained for questioning. Some counterterrorism officials say that if the two Saudis were indeed part of a Qaeda operation, it is no surprise their destination was Mexico City. U.S. officials fear that Latin America, and more particularly Mexico — with its porous U.S. border — may become a staging ground for Al Qaeda, report Hosenball and Hirsh.

Britain's most senior policeman has issued a new warning about the threat of al Qeada terrorists targeting the UK. Sir Ian Blair is calling for new laws to tackle terrorist conspiracies and has asked for the introduction of ID cards to be given further consideration. His comments come in an interview to be broadcast on the Breakfast with Frost programme.
And they follow the jailing of Kamel Bourgass for murdering a policeman and conspiring to cause a public nuisance after police unravelled an al Qaeda ricin poison plot.

Sir Ian told Sir David Frost: "There's real clarity now that al Qaeda affiliates are targeting Britain - that's the first thing.

"Secondly, I think we obviously have to mourn the death of Stephen Oake.

"Thirdly, the important point is to say this is one individual, not the whole Muslim community who are law-abiding and we have to work to support them."

Speaking on the BBC show, he added: "99.9% of Muslims and 99.9% of Asians are law-abiding people and we've got to support them in that and understand the difference.

"What is it that drives a tiny number of young men and women into extreme violence?..."

99.9%? What was it, then, that made Al-Muhajiroun, a group that openly supported Al-Qaeda and spoke freely of wanting to see "the black flag of Islam," that is, the flag of jihad, "flying over #10 Downing Street," Britain's largest Muslim group?

We are indeed extrememly vulnerable. Foreseeing that possibility, we should be stocking up on paper plates, plastic utensils, and lots of water. Those filling containers from the tap should empty and refill about every six months. Imagine human waste without flushing in your home....cleaning your clothes and cookware, let alone bathing. If you have animals, you wouldn't want them to perish for lack of supply. The ugly possibilities are endless.

Ceci est le bilan des opérations de vos frères Moudjahidines de l'arméd d'Anssar Assuna, conernant les combats de la ville de Ramadi, qui tient tête, ces deux derniers jours.
Ainsi dans la journée de hier samedi, 8 Rabi' Al Awal, l'unité spécialisée en explosifs de l'armée d'anssar assuna, a réussi à posé un engin explosif sur une route sur laquelle passe les forces croisés américaines, et ils l'ont fait explosé détruisant 2 hummers completement, et par la Grace d'Allah, l'opération a été filmée. Tout comme vendredi, une jeep hummer a été détruit après avoir détonné un engin explosif, et un véhicule chargé de déminer la route a aussi été détruit. Les moudjahidines ont ensuite rejoint leur base en paix.

Vers midi hier, une unité de l'armée islamique a pu détruire un hummer completement, tuant 3 soldats dans le secteur de Huija.
Tout comme une autre unité a pu dans le secteur de Latifiya, vers 10h à détruire 3 véhicules, 2 hummers et un autre de type Lory, tuant 7 soldats américains.
Une autre unité a quant à elle réussi ce matin vers 10 a détruire dans la région d'al youssoufiya, 2 véhicules completement, un hummer et un blindé.

Hello everyone.

Regarding prolonged power outages, water supplies and human waste management, I have a friend who works at a solid waste plant. I was reading some of the materials he had to learn. If the pumps that move the waste to the processing stations fail, this raw sewage can and will backup and flow into houses in lower lying areas. Not a pleasant thought.
