The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

TO RECEIVING ILLEGAL BENEFITS FROM FOREIGN NATIONALS


WASHINGTON, DC-Christopher A. Wray, Assistant Attorney General for the Criminal Division of the U.S. Department of Justice, and Joe Morton, Acting Assistant Secretary for the Bureau of Diplomatic Security, U.S. Department of State, announced today that Patricia Raikes, a former State Department employee and former Chief Consular Officer at the United States Embassy in Beirut, Lebanon, pled guilty to a one count information charging her with a conflict of interest in violation of Title 18, United States Code, Sections 209 and 216. The Honorable Ricardo M. Urbina of the United States District Court for the District of Columbia set Raikes’ sentencing for August 16, 2005.

According to the plea documents, Raikes, as Chief Consular Officer, was responsible for oversight of the full range of consular activities at the U.S. Embassy in Lebanon, including the issuance of visas and the enforcement of established embassy regulations. From 1999 through 2001, while serving as Chief Consular Officer, Raikes received thousands of dollars of benefits from foreign businesspeople in the form of paid airline travel and hotel stays for Raikes and her family members. After receiving these benefits, Raikes subsequently issued and/or approved more than 35 visa applications submitted or referred by the aforementioned foreign businesspeople. The plea documents further stated that many of the individuals who received visas issued and/or approved by Raikes were in fact ineligible to have received tourist visas under the then-existing embassy policy.

This matter was handled by Trial Attorneys Peter R. Zeidenberg and Sabrina A. Houlton of the Public Integrity Section, headed by Section Chief Noel L. Hillman. This matter was investigated by the Diplomatic Security Service.

look at New York City's Intelligence Division, which was started after Sept. 11 and is housed in a secret location in the city.

I suspect more will follow this example. Too many incidents appear to be falling into the cracks and never to be heard about again (and probably involve no follow-up to officials in the jurisdictions in which they occurred).

People like this FBI Terror Watch List inductee hanging out at hospitals might make an emergency trip to the hospital much more of an emergency than either the patient or the hospital ever anticipated. Wonder how many other hospitals they entered in which they were NOT detected.

Bring home bin Laden's head, CIA told

US spy chiefs ordered agents to deliver Osama bin Laden's severed head in a box of dry ice and hoist heads of other al-Qaeda leaders on pikes, a retired field officer has disclosed.

As the US reeled in shock days after the September 11 attacks in 2001, former CIA officer Gary Schroen was sent to Afghanistan to help the opposition Northern Alliance to topple bin Laden's hosts the Taliban.

He told National Public Radio (NPR) in an interview broadcast yesterday and today that he stopped by the office of then Director of the CIA counter-terrorism centre Cofer Black for final instructions.

He was told : "Your basic marching orders are to link up with the Northern Alliance and get their cooperation military and they will take on the Taliban."

"When we break the Taliban, your job is to capture bin Laden, kill him and bring his head back in a box full of dry ice."

Mr Schroen was also ordered to kill other al-Qaeda leaders suspected in the plot in which terrorists slammed hijacked airliners into New York's World Trade Centre and the Pentagon killing nearly 3000 people.

It was the first time in 30 years with the CIA he been ordered to set out to kill a target rather than try to bring them in alive, Mr Schroen told NPR's Morning Edition program.

He said he told Mr Black, "Sir, those are the clearest orders I have ever received, I can certainly make pikes out in the field but I don't know what I'll do about dry ice to bring the head back, but we will manage something".

A week after the September 11 attacks, US President George W. Bush told reporters he wanted Osama bin Laden and recalled Wild West posters that demanded suspects "dead or alive".

But the suspected terror mastermind was never caught and Mr Schroen told NPR that CIA operatives found it hard to get close enough to strike bin Laden, partly due to his ability to move quickly around the country.

"We could never tell where the man was going to be that night," said Mr Schroen, who is promoting a new book and believes bin Laden is now hiding out in tribal areas of Pakistan.

LoL!!!! You know I wouldn't trust the Sran Wrap, sometimes
it clings so tight it might cut ones circulation off. Other
times it won't cling to nothing. Not very effective for
birth control.
