The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

ICE AGENTS ARREST 66 ILLEGAL ALIENS WHO WERE BUILDING A NEW FEDERAL COURT FACILITY IN ORLANDO
Arrests Part of ICE's Continued Mission to Closing Existing Critical Infrastructure Vulnerabilities

ORLANDO - Special agents from U.S. Immigration and Customs Enforcement (ICE) arrested 66 illegal aliens working at a federal construction site here this morning after an ICE investigation that began with a lead provided by Congressman John Mica's office.

The illegal workers were employed by contractors and sub-contractors and were tasked with building the future home of the Middle District's federal courthouse. The courthouse will be the central location where the government will be presenting and litigating criminal and civil cases. The new building will house federal judges, the U.S. Marshals Service, and administrative staff.

The ICE investigation revealed that the illegal workers utilized fraudulent Social Security numbers and other counterfeit documents to obtain employment by various sub-contractors working for Hensel Phelps Construction Company.

"Today's arrests are a reflection of the federal government’s continued commitment to safeguarding our nation's infrastructure, said Raymond M. Connolly, ICE's acting special agent-in-charge in Tampa."Thanks to Congressman Mica's information we were able to neutralize a potential vulnerability in our community."

"Our laws must be enforced," said Congressman Mica. "I am pleased that U.S. Immigration and Customs Enforcement, Department of Homeland Security and local law enforcement agents are appropriately taking action to crack down on the problem of illegal immigration, particularly where important federal projects are under construction."

Those arrested are from the following countries: Mexico, Guatemala, and Nicaragua. All are in ICE custody awaiting the outcome of their cases. The investigation into this case is ongoing.

Today's arrests were made with the assistance of the Orlando Police Department, the U.S. Marshals Service, ICE's Detention and Removal Office and ICE's Federal Protective Service.

In accordance with ICE's homeland security mission, our agents prioritize worksite enforcement efforts by focusing on investigations related to critical infrastructure, national security and employers who engage in egregious criminal violations. Unauthorized workers employed in sensitive security sites and critical infrastructure facilities -- such as airports, nuclear power and chemical plants and defense contractors -- are vulnerable to exploitation by terrorists, smugglers, traffickers or other criminals.

An employer who knowingly hires unauthorized workers may be criminally prosecuted or be faced with administrative fines of up to $11,000 per person. ICE works with employers to educate them about their responsibilities in this area. In addition, U.S. Citizenship and Immigration Services (CIS) operates the Basic Pilot Program, a web-based application that employers can use to verify the employment eligibility of newly hired workers. The Basic Pilot Program is now available nationwide.

Sensenbrenner Statement Regarding Today's Revelation that 9/11 Hijackers Used U.S. Public Libraries Prior to 9/11

WASHINGTON, April 28 /U.S. Newswire/ -- House Judiciary Committee Chairman F. James Sensenbrenner, Jr. (R-Wis.) issued the following statement regarding today's revelation that a number of the 9/11 hijackers used materials at U.S. public libraries prior to 9/11:

"Today we learned the 9/11 murderers used our public libraries to access the Internet and help plan their travel prior to 9/11. This newly released information demonstrates the critical importance of the PATRIOT Act's Section 215, which allows for the production of business records with a FISA court order. Section 215 provides - with appropriate safeguards - the tools necessary to help disrupt and prevent future terrorist attacks. We put Americans' lives at risk if we foolishly provide sanctuaries - even in our public libraries - for terrorists to operate."

Background:

During today's House Judiciary Crime, Terrorism, and Homeland Security Subcommittee oversight hearing on Sections 206 and 215 of the USA-PATRIOT Act, the U.S. Attorney for the District of Columbia, Kenneth L. Wainstein, responded during questioning:

"Investigators received information that individuals believed to be Wail Al Shehri, Waleed Al Shehri, and Marwan Al Shehhi visited the Delray Beach Public Library, in Delray Beach, Florida. Wail Al Shehri and Waleed Al Shehri entered the library one afternoon in July of 2001 and asked to use the library's computers to access the Internet. After about an hour, a third man, Marwan Al Shehhi, joined the two. Waleed and Wail Al Shehri were hijackers aboard American Airlines Flight 11, while Al Shehhi was the pilot who took control of United Airlines Flight 175. Both of those flights crashed into the World Trade Center on September 11th.

"A witness, who recognized photos of the three individuals that ran in newspaper articles after September 11, provided the information about the Delray Beach library visit. While no records exist to confirm the hijackers' visit to the Delray Beach library, the timing, location, and behavior described by the witness are consistent with other information gathered in the course of the investigation.

"In addition, investigators tracing the activities of the hijackers determined that, on four occasions in August of 2001, individuals using Internet accounts registered to Nawaf Al Hazmi and Khalid Al Mihdar - 9/11 hijackers - used public access computers in the library of a state college in New Jersey. The computers in the library were used to review and order airline tickets on an Internet travel reservations site. Al Hazmi and Al Mihdar were hijackers aboard American Airlines Flight 77, which took off from Dulles Airport and crashed into the Pentagon. The last documented visit to the library occurred on August 30, 2001. On that occasion, records indicate that a person using Al Hazmi's account used the library's computer to review September 11 reservations that had been previously booked."

A "Calutron" uses the original Ernst Orlando Lawrence (U Cal Radlab) design for magnetic recovery of weapons grade uranium and plutonium from nuclear ore. It's only use is producing 10-50 kiloton nuclear bombs. Why is the US military remaining mute about it's findings? By 2003 Iraq was only months away from having it's own Atomic Bomb with intent to use it on completion to bomb the US!! Pakistan's President Musharraf had helped Iraq design a massive "EMIS-U/P" weapons grade nuclear refinery in cooperation with the Pakistani AQ Khan Nuclear Network, just as he is doing now in Iran! Certain UN and CERN underlings and Secretary General Koffi Anan were positioning the "Oil for Food" program to: a) lift UN sanctions against Iraq so it could sell their countries oil from Iraq's vast reserves; b) provide Iraq Uranium bearing ores in vast quantity from a French company, sufficient to build 25 A-Bombs (1250 KGs of pure U-235)! Undeniable proof exists that in 1995-2003 there existed a full scale, fully operative IRAQI EMIS Nuclear Refining Plant: "SPECIAL INVESTIGATIVE DOCUMENT ISRI-95-03 >"! In late 2002, French-Bulgarian black-marketers gained control of Uranium Ore from Cogema meant for refueling the Davis Besse Reactor in Ohio. (It was recently condemned by the UN for First Energy's failure to repair it timely.) The black-marketers were actively offering the Uranium through oil business middlemen to Saddam under the guise of the UN "Oil for Food" Program until the US-led invasion began. What could possibly motivate the U.S. military to keep these facts a complete secret? Iran's Nuclear Program as of 1998 | ...as of 2002-2005 Is Al-Qaeda trying to implement a plan to detonate a dirty bomb in an American or other Nuclear Reactor Vessel in order to hide the theft of 100 KGs+ of pure weapons-grade nuclear material? It has been recently suggested that Sheikh Rahman's first truck bomb attack on the WTC was simply to give Al Qaeda operatives a chance to gain better understanding of how to formulate plans to destroy the WTC, studying repairs to the damage caused by Rahman's bomb... QED?
