To be honest I'd like it so people had to prove they were responsible enough to own
any dog. Most reputable dog breeders take a pretty serious interest in the type of home their dogs are going to. I wouldn't have a problem with a license to breed dogs and sell them. A dog is a huge responsibility no matter what breed, like a child they must be taught right from wrong and taught their place both in the family and in society. Also like a child if they are abused or neglected the chances of them growing up "bad" are very high. I don't have all the answers, but the same problems with dogs exist with kids and you don't need a license for those either.
On a side note here's the WWI Navy APBT mentioned earlier, the APBT was often used as a symbol of the USA at that time because of its admirable qualities.
