The story doesn't say what set these dogs off. The child knew them since they were puppies. Maybe it was a territorial response or something. First though, they'll try to eliminate rabies.

No, first they eliminated the dogs. Then, they need to file murder or involuntary manslaughter charges on the owner, and throw their sorry asses in jail.

Their inbred killer nature set them off. They don't need an excuse, as the owners of these dangerous animals find out periodically.
