I think there's a bit of confusion about just what it is they're referring to though.
The Schindlers' in an attempt to postpone the feeding tube removal etc. filed a motion (in early March of this year)to have the DFC intervene based on abuse. (The abuse being the care she was receiving...there was also some thought to Bush ordering the DFC to intervene.) This is summed up in Greer's response here

He makes note that the DFC made previous inquiries and DFC DID NOT find the alleged abuses in previous investigations.
The sense among those discussing the sealed records is that there is previous allegations of Michael abusing her, such as wife battering?, that the DFC investigated these charges and the judge sealed these types of records.
From my reading, this latter thought doesn't appear to be the case? I'll stand corrected if someone has other info.
OH, I see what you are referring to. Apparently the DCF never interviewed MS and did not see Terri, I read somewhere that he refused access to her. I don't know that an investigation was done.
