I think that government of Israel should be held responsible for this. Clearly, they are failing to protect Judaism holy sites that are under their control or within their control.

Yes, they are. As the article states:

The stone in question is located next to scaffolding brought in by Jordanian workers to prevent the collapse of the wall.

If the site is holy, why aren't they forbidding everyone except Orthodox Jewish men to work on it? Think the Saudis would hire an Israeli construction team to spruce up Mecca?

Yes, they are.

I am not sure. I don't see any mentioning of any government officials or departments.

I am afraid it is all going to be "swept under the rug" and no action (other than fixing the stone) will be taken.
