Actually, as the Chief Executive Officer of the State of Florida, it is his responsibility to execute the laws of the state - those laws being made by representatives of the people, and ruled upon by judges.
He doesn't make law, and he doesn't get to pick and choose what laws he executes.
Ergo, his hands are tied.

There is no problem warning everyone about what is Jeb's responsiblity, but Christians have a duty as well, and they are warned NOT to be deceived.
