Read the entire law. Sadly it provides only temporary removal. Then you have an evidentiary hearing in front of Greer. If Bush does do that, then the only thing Greer would do is hold his hearing and have the tube repulled out and then schedule a contempt hearing.

Yeah I have. I think the hope was that by acting as defacto GAL, Greer would be implicated as a threat to Terri's well-being too and the case could be brought before a different judge. Even being temporary, they would have had a full day before petitioning for a hearing, and evidence of more wrong doing, after an examination of Terri, might have put a more even keel on things.
