Perhaps some writ of mandate forcing the judge to act? Perhaps some executive order to keep her alive until the judge acts?
The judges inaction is action in this case. He refusal to rule is a ruling causing cruel death.
There must be a legal remedy to prevent a judge from neglecting his duty when it results in death.
