UNITED NATIONS, March 19 - Secretary General Kofi Annan on Monday will propose establishing new rules for the use of military force, adopting a tough anti-terrorism treaty that would punish suicide bombers, and overhauling the United Nation's discredited human rights commission, according to a confidential draft of a report on U.N. reform.

"Last week, I wrote a column that took UN Secretary General Kofi Annan to task for double talk on terrorism. On the one hand, Annan seeks to develop a global strategy to combat terrorism. On the other, Annan states that the world must recognize Hezbollah as a “force in society that one will have to factor in” when dealing with Syria’s occupation of Lebanon.

President Bush:"We view Hezbollah as a terrorist organization, and I would hope that Hezbollah would prove that they’re not by laying down arms and not threatening peace."
