According to the poll I saw, most Americans favor putting Terri to death, so the Republicans seem to gain nothing from this, other than doing the right thing.

As for another point you made that Congress does not make laws for individuals, you are very wrong. To take just one of the bills -- and you can do your own research on Thomas.gov -- Barbara Makuch was awarded $1 million from the federal treasury because she claimed that she was denied benefits warranted to her as an employee of the FBI. Oh, and her husband was given $1 million, too.
