There are also countless underground pipelines leading from those tank farm areas. IIRC after 9/11 there have been maps found here in the U.S., as well as abroad, that indicate the locations of these areas, including the underground piping. Personally I think that these incidents could be used to "chip away" at our energy infrastructure. It could be that we need to build new refineries and update the existing ones....but there have been more than a few unexplained incidents of this type since '01.

I don't think we have built a new refinery in 25 years (in the US). Even if more oil could be pumped, we are using all the gasoline that current refineries can produce. We certainly need to build more refineries. Any disruption of a refinery anywhere in the world sends financial ripples through the gasoline marketplace.
