The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

U.S. works 'day and night' to rein in al-Qaida

WASHINGTON - Prompted by new intelligence indicating Osama bin Laden reached out to the most feared terrorist in Iraq, President Bush charged Thursday that "al-Qaida still hopes to attack us on our own soil."

"Recently, we learned that Osama bin Laden has urged the terrorist Zarqawi to form a group to conduct attacks outside Iraq, including here in the United States," Bush said at the swearing-in of Homeland Security Secretary Michael Chertoff.

The president vowed, "We're working every day and night to dismantle (bin Laden's) network and to bring him to justice."

Terrorism Summary 03/26/05

I’m back again but am slowed by an accute case of carpal tunnel in my right hand. Gotta behaive myself for the next couple of weeks. While I was out, things in some aspects were relatively quiet, however some significant events have occured that I will point out below.

Past history has shown that there is a strong likelyhood that this video may be the signal for an attack somewhere within the next 60 days. This watch ends approximately 21 April 2005. "The U.S. embassy reminds Americans that the terrorist threat in Indonesia continues and may increase over the Easter holiday period," the embassy said in a statement.   "Recent arrests of terrorists with explosives in the Philippines -- including Indonesian members of Jemaah Islamiah (JI) -- who were plotting to commit terrorist attacks there" suggested the threat of similar attacks in Indonesia.”

Monitoring - AQ attack watch #2 through 12/31/05
The documents show that in 2005, the militants plan to attack "soft targets" such as the tropical beach resorts of Pattaya and Phuket, which draw tourist from around the world. Recent attacks have hit other resort areas not affected by the tsunami.

03/23/05 Philippine military officials claimed on 23 March 2005 that they disrupted an Abu Sayyaf Group (ASG) plot to attack targets in Manila during the Easter holiday after seizing explosives at a house in Quezon City, a suburb of Manila. The seizure and an arrest of a suspected Muslim militant on 22 March uncovered the plot. Authorities seized 10 "sacks" containing explosives and improvised explosive devices.

03/22/05 The suicide car bombing of a theatre in which a British teacher was killed is feared to be the beginning of a new wave of al-Qaeda attacks against soft Western targets in the Gulf.   Jon Adams died and his wife, Rosemarie, was among 12 people taken to hospital in Qatar when a terrorist rammed a car packed with explosives into the Doha Players’ Theatre during a production of Twelfth Night. The bomber, who struck on the second anniversary of the invasion of Iraq, was named as Omar Ahmed Abdullah Ali, an Egyptian.

03/24/05  A suspected Taleban militant and at least five others have been killed by US-led coalition forces in Afghanistan.   Raz Mohammed, described by the US military as a "high-level Taleban" was killed in the province of Paktika, close to the border with Pakistan.

Godzilla - I had made many of these observations nearly a month ago and the additional insight confirms that since the Iraqi elections a corner has been turned in our efforts against the terrorists in Iraq. Basically, they’ve lost the support of the people.
03/24/05  More Iraqis are losing their fear of terrorists. In the last three days, tips from Iraqis have led Iraqi police and troops to several terrorist hideouts. This has resulted in some spectacular gun battles, and the deaths of over 130 terrorists (and about a dozen police and soldiers.) The Iraqis have been using their growing force of SWAT teams to carry out the raids, with American forces providing backup and air cover. One raid, north of Baghdad, left 85 terrorists dead, and revealed a suicide car bomb workshop, as well as documents and weapons. The dead terrorists included men from many foreign countries (Persian Gulf states, Algeria, Morocco, Afghanistan, and the Philippines.) The government was quick to let the local media film the crime scenes and interview people. The police and army commandos have become national heroes, with their fame increasing after each successful raid. The traditional Iraqi style for such work was heavy handed, time consuming and clumsy. The SWAT teams are quick, efficient, and cause little collateral damage. This is in sharp contrast to the terrorists, who continue to set off bombs in crowded civilian areas, killing women and children in the process. The terrorists have also been hitting schools, and killing children, with mortar shells. This is probably a matter of an unskilled terrorist aiming the mortar, but the damage to the terrorist’s reputation is done. However, there have been deliberate killings of women and children by terrorists recently, apparently in an attempt to terrorize Iraqis into not supporting the government. This tactic isn't working, and the government is jumping all over this barbaric behavior to encourage Iraqis to stand up and turn in terrorists.

There appear to be no more than 3-4,000 terrorists and anti-government fighters out there. This was deduced when American intelligence paid close attention to terrorist operations last January, in an attempt to get a better idea of just how many terrorists, and anti-government gunmen, there actually were in the country. It was believed that the terrorists would make a maximum effort in January to derail the election, and would get all of their people out for this. Since January, there appear to have been substantial defections from anti-government groups, and the terrorists can no longer depend on Sunni Arabs to keep mum about where terrorist safe houses and workshops are set up.

American casualties continue to decline. U.S. combat deaths are down some 40 percent from February, and are only about a third of what they were in January. Casualties haven't been this low since the Spring of 2003, right after Saddam was toppled. The hard core Sunni Arabs who continued to support Saddam and the Baath Party are a broken force, with most of their leaders either captured, or negotiating deals with the government. Al Qaeda continues to see Iraq as their most important battleground. But the terrorists coming to Iraq find themselves fighting Iraqis, not Americans. The Iraqis, not happy about being the target for al Qaeda bombs, has gone after the terrorists with a vengeance. Al Qaeda is also being hammered in countries throughout the Middle East. This is not quite the sort of war Osama bin Laden had in mind, but it's what he's got, and it doesn't play well for bin Laden in the Arab media.

036/23/05 At approximately 0130 local time (2330 UTC) on 23 March 2005 a bomb exploded at the Alta Vista Shopping Center in the town of Kaslik, which is located near the Christian port city of Jounieh, approximately 10 mi/15 km north of Beirut. Two people were killed -- an Indian and a Pakistani national -- and at least three others sustained injuries. Several buildings, including the shopping center, sustained damage in the blast. No one has claimed responsibility for the attack, however, the government opposition claims that Syrian supporters are responsible.

03/26/05 Relatively quiet, however, rumors afoot that Syria via Hamas are planning attacks to divert attention away from the Syrian debacle in Lebanon. The PA appears to have reinged in some of the terror activity and Israel is releasing control of more territory to the PA.

Sweden
03/23/05 A diplomatic vehicle burst into flames outside of the Russian Embassy in Stockholm late on 22 March 2005, the apparent result of a fire-bomb attack. There were no reports of injuries, but the vehicle was severely damaged by the fire. A group calling itself "Global Intifada" claimed responsibility for the attack, reportedly in response to Russia's involvement in Chechnya. Swedish authorities increased security measures around the embassy following the incident.

Italy
03/23/05 Three small bombs exploded in separate incidents in Milan on 23 March 2005. The bombs detonated outside of a McDonald's restaurant, a Blockbuster video store and a Banca Intesa branch. Each building sustained minor damage, as did a Banca Intesa ATM; there were no reports of injuries. An investigation into the incidents continues and it is not known if the incidents are related.

Great Britain
03/22/05  Police and security services are warning that Irish republican dissidents could stage an attack on mainland Britain.   Scotland Yard's counter-terrorist section has warned businesses across London of the threat from breakaway groups.   They say they have monitored an "increase in activity" in recent weeks and have raised the level of threat to "substantial".  The threat level from Irish republican terrorism is now just one notch below the "severe-general" threat designated to al Qaeda.
It is unclear whether the concerns of police and the security services are focused on any particular dissident group.  Mainstream IRA bombs killed dozens of people in mainland Britain between 1972 and 1997, when it declared a ceasefire.   Splinter groups such as the Real IRA, responsible for the Omagh bombing in 1998, have carried out several attacks in Britain since then.   However, there have been no mainland bombings since 2001.

03/23/05 Dutch newspaper De Telegraaf reports that the al-Qaida terrorist group is active in Panama and may be making the Central American country a base of operations. Panamanian security chief Javier Martinez, speaking at a U.S.-organized seminar in his country earlier this month, said al-Qaida also is planning an attack on the Panama Canal. The paper did not cite additional specifics.

Godzilla - While officials are reluctant to designate the BP refinery incident at Texas City as an act of terror, many lines of evidence point the high potential. However, I do not believe AQ core leaders were in charge IF this was a terror incident, but probably sympathic terror wannabes who recognize the impact that attacking our petroleum refining capability as we enter the summer travel season and the quick impact the loss of production has upon fuel prices. The following Jihadwatch excerpt outlines the trail of dots rather well.

03/24/05 All but one of the 1,800 or so oil refinery workers have been accounted for after overnight search efforts following the thunderous blast that killed 14 and injured more than 100, officials said Thursday....
BP refinery records indicate the one unaccounted-for worker checked out and left the refinery, but no one has heard from him, Parus said. Those who died were all contractors for Los Angeles-based field services company J.E. Merritt, he said....

The man, described as white with dark hair, was seen taking pictures outside the refineries, all located on the same highway, at about 5 p.m. CDT on Saturday, said Bruce Clawson, emergency management and homeland security director for Texas City....
"This is based on the idea that al Qaeda does its homework," Clawson said. "That's not to say we don't have enough home-grown idiots already who might want to do something."

Robbie House, the guard, questioned the driver of the truck about why he was in the vicinity of a large, multi-story ammonia tank. He told police the truck driver explained that he was taking pictures of it. When the guard turned to radio for help, the driver pulled out a handgun and shot House in the shoulder....

03/25/05 In a message posted on the Internet, a group calling itself “Qaedat al-Jihad in the United States” claims responsibility for the Texas Refinery bombing and states that “This operation took place in spite of the tight security, which is unprecedented in America’s history.”
The communiqué, which has not been corroborated by any other source, also states that the attack was a follow up to a promise made by Abi Hamza “the American” who had declared that “He will turn your streets red, covered with blood.” It seems that the communiqué refers to Abu (abi) Azzam the American, a purported al-Qaeda member who in a videotape broadcasted on October 26, 2004 had threaten to carry out attacks in the United States.
The communiqué also promises that “This announcement will be followed by a detailed and illustrated announcement of this blessed operation in Texas’ main refinery.”

03/24/05 Two Islamist groups have said they caused Wednesday's explosion at a Texas oil refinery which killed 15 people but the U.S. FBI said there was no evidence of "any criminal or terrorist activity".
An unknown group, calling itself al Qaeda Organisation for Holy War in the United States of America, said it would issue a detailed statement and video of the attack later. The statement was posted on the Internet on Thursday.
Another group, Army of the Levant, also posted an Internet statement on Thursday claiming responsibility for the blast at the BP plant in Texas City, Texas.

4. Attack method.
11/23/04  No real change in the preferred method of choice of AQ which are bombs - the bigger the better.  There are special concerns regarding the use by terrorists of the following types of vehicles:

1.  Uhaul type cargo trucks.
2.  Gasoline / Propane supply / tanker trucks.
3.  Emergency vehicles (ambulances, police cars, fire trucks)

The has been a great deal of discussion regarding the possibility of a bio-attack against the US and the west. Stacked on top of this are concerns that the avian flu might mutate and spread to humans - touching off a pandemic.

Godzilla - Over the past year there has been discussion regarding unusual ‘scuba diver’ incidents around the country. It appears that this potential threat is gaining more interest by DHS.
03/26/05 Al Qaeda frogmen sound like one of the more exotic terrorist threats—but Homeland Security chiefs are preparing, just in case. Last month the Coast Guard launched a special program to train members of its seagoing SWAT teams how to protect U.S. ports against scuba-diving attackers. Members of Coast Guard commando teams based at 12 ports on the U.S. coastline will be taught underwater fighting techniques and how to use secret weapons. NEWSWEEK has learned that team members will try to master the proper use of "entanglement nets." The nets are meant to be thrown over an underwater intruder, who then becomes ensnared in the mesh. The commandos are also supposed to be taught how to operate special sonar the Coast Guard is developing that should be able to tell a diver from a dolphin or seal. Sonar rigs will be deployed at strategic locations so they can be rapidly set up around ports or ships in the event of specific threats. Commandos will also get access to a special underwater sound system to send out verbal warnings to underwater intruders.

This Travel Warning is being issued to recommend that Americans consider carefully the risks of travel to the Philippines.  Terrorist groups, including Jemaah Islamiyah and the Abu Sayyaf Group, and radical elements of the Moro Islamic Liberation Front are planning multiple attacks throughout the Philippines.  This information has been also released by Philippine government officials and is in the Philippine media.
The Department urges Americans who choose to travel to the Philippines to observe vigilant personal security precautions; to remain aware of the continued potential for terrorist attacks against Americans, U.S. or other Western interests in the Philippines, and to register with the U.S. Embassy.  The Department warns against all but essential travel throughout the country in light of a heightened threat to Westerners.  There has recently been an increase in bombings by the terrorist groups in Manila, the region of Mindanao, and other areas where terrorist groups are active.  Bombs have exploded in shopping malls, on public transportation, at airports and port facilities, in places of worship, and in other public areas resulting in numerous casualties, including several deaths. Bombs have also been found at places of worship.  Travelers should be aware that since security has increased at official U.S. facilities, terrorists could seek softer targets.  Such targets could include but are not limited to places where Americans and other Westerners live, congregate, shop or visit, including hotels, clubs, restaurants, shopping centers, identifiably Western businesses, housing compounds, transportation systems, places of worship, schools, or public recreation events.

This Travel Warning is being issued to update security information in Indonesia and to note that the Department of State continues to warn U.S. citizens to defer all non-essential travel to the country. This warning supersedes the January 13, 2005, Travel Warning for Indonesia.
The Department urges Americans who choose to travel to Indonesia despite this Travel Warning to observe vigilant personal security precautions and to remain aware of the continued potential for terrorist attacks against Americans, U.S. or other Western interests in Indonesia. The potential remains for violence and terrorist actions against U.S. citizens and interests throughout the country.
The terrorist threat in Indonesia remains high. In late March arrests of terrorists with explosives in the Philippines, including an Indonesian Jemaah Islamiyah (JI) member, who were planning to commit terrorist attacks there suggest that the threat of similar attacks by JI against targets in Indonesia continues. Attacks could occur at any time and could be directed against any location, including those frequented by foreigners and identifiably American or other western facilities or businesses in Indonesia. Such targets could include but are not limited to places where Americans and other Westerners live, congregate, shop or visit, including hotels, clubs, restaurants, shopping centers, identifiably Western businesses, housing compounds, transportation systems, places of worship, schools, or public recreation events. Reports suggest attacks could include targeting individual American citizens.
JI has cells in several Southeast Asian countries, including Indonesia, and connections with al-Qaeda. A terrorist bombing outside the Australian Embassy in Jakarta on September 9, 2004, killed eleven and injured more than 180 people. An August 2003 terrorist bombing at a major international hotel in Jakarta injured several American citizens, and seven Americans died in a terrorist attack in Denpasar, Bali in October 2002.
The U.S. Mission in Indonesia restricts U.S. government employees' travel to certain areas of the country and, at times, denies them permission to travel to Indonesia. For the latest security information, contact a U.S. Mission consular office. The U.S. Mission can occasionally suspend service to the public, or close, because of security concerns; in these situations, it will continue to provide emergency services to American citizens.
Sectarian, ethnic, communal and separatist violence continue to threaten personal safety and security in several areas. Over the past three years, domestically targeted bombings have struck religious, political, and business targets. In 2003, the Jakarta international airport, an open-air concert in Aceh, and other Indonesian government facilities were bombed.
Americans should avoid travel to Aceh. Northern parts of the island of Sumatra, and particularly the province of Aceh, suffered severe damage following an earthquake and series of tsunami waves on December 26, 2004. While reconstruction efforts have begun, communications infrastructure, roads, medical care and tourist facilities on the western and northern coasts of Sumatra, and on coastal islands off Sumatra, were seriously damaged and have not yet been restored. Adequate lodging facilities are difficult to find in Aceh. Regulations regarding entry into and permission to remain in Aceh can change at any time. Humanitarian workers should be cautious of their security when traveling in Aceh due to the continuing potential for separatist and terrorist violence.
Americans should not travel to Aceh to participate in humanitarian relief efforts except under the auspices of a recognized assistance organization that has permission to operate in Indonesia. Americans participating in relief efforts should make sure that their organization has facilities in place to accommodate and feed staff and a security plan approved by Indonesian authorities. All travelers to Aceh should follow health precautions for travelers to the tsunami area from the U.S. Centers for Disease Control at http://www.cdc.gov/travel.
Americans considering travel to the province of Papua should exercise extreme caution because of sectarian, ethnic, communal and separatist strife. Papua's on-going separatist conflict has the potential to become violent. In August 2002, two Americans were killed in Papua under as yet unresolved circumstances.
Americans should avoid travel to Maluku, in particular the capital city of Ambon. Since April 25, 2004, sectarian violence has killed at least 40 and injured more than 220 people.
Americans should avoid travel to Central, South and Southeast Sulawesi; those considering travel to North Sulawesi should exercise extreme caution. Sporadic violence occurred in Poso and in neighboring areas of Central Sulawesi in 2003 and 2004, resulting in several fatalities. Central Sulawesi's general security situation remains unstable; bombings and killings occurred in late 2004 in Poso and Palu.
The Philippine-based terrorist Abu Sayyaf Group poses an ongoing kidnapping risk/threat in areas near Malaysia and the Philippines.
Americans are urged to register with U.S. Embassy Jakarta, U.S. Consulate General Surabaya or the U.S. Consular Agent in Bali. Registration facilitates the U.S. Mission's contact with Americans in emergency situations. I appreciate the post, even though such articles often make me take a 'time out' to compose myself.
I applaud the efforts of ICE, and the arrest of the illegals.
My question is, what are the responsibilities of the company,the individual company officers, and board of directors ?
And how can any legitimate company, post 911 allow such things to happen? Especially, at Logan airport.
To me, I wonder if the actions of the company could be questioned for criminal negligence?

I dont know why a very long post of mine was removed the other day. It didn't carry any intelligence from the other side, it didn't provoke anybody. I'll say it again cuz well, having free speech robbed is a b!tch.

The one thing i wanted to stress was, what if the jihadi's totally timed a shoulder to air/laser attack on airliners at one certain time? Look I dont think thats too far fetched, and it's f*cking scary as hell. I have tons of family in the states, dont think i'm some lone cdn with euro roots. NO. My cousin+husband+new daughter are near washington, my uncle/aunt in rochester new york, thats immediate. My friends though are scattered all over (online) but I care for them tons, especially someone in NYC.

I didnt like having my comment removed, I can leave yknow? just say so! if anywhere, where we are trying to make a puzzle fit together and anything goes i thought i'd be alright here. obviously not according to the mods.

think about it, north america doesnt have free speech no matter what the intention. Whats next?

totally.. a hit on an oil base = an economic success to them, from what ive read from their chatter mostly from Jill St. , (not pointing any blame on you, since my opinion is obviously under question!) I dont think they were going for casualites either. They took a part of the BP plant out (we dont know what percentage) and i was scanning news sources all night and saw how gas would soar cuz of it. it's sick, we dont know what/where/when but that was clearly a hit on our gas.

Opening the second Congress of the peoples of Russia and Belarus in Moscow on Saturday, KPRF (Communist Party of the Russian Federation) leader Gennady Zyuganov named the "struggle for reunification of the peoples of former Soviet republics" as the forum's chief objective.

"The recent developments on the territory of the former Soviet Union - the "orange", "rose" and other revolutions - provide ample proof for understanding that unless we take proper action similar processes will sweep the rest of the region, which, in the end, will cause disintegration of Russia itself," Zyuganov said.

Therefore, the states that emerged after the breakup of the Soviet Union should reunite, with Russia being open for voluntary accession to it of former Soviet republics, KPRF leader maintained.

"This new union state ought to emerge on the basis of reunification of Russia, Ukraine and Belarus as we have common historical, ethnic and cultural roots," Zyuganov said, calling on political parties and public associations as well as leaders of CIS and Baltic countries to support "the official reunification of fraternal nations into a united state".

The forum is attended by over a thousand delegates and guests from nearly all former Soviet republics.

You're not pessimistic at all. You're being realistic. All the cases of "Norovirus" taking out cruise ships, schools, conferences and places where people assemble, are they coincidental? Similar numbers of people congregated through years past and I don't recollect mass numbers of people violently ill from the experience. Not to mention the deaths of elk, dolphins, whales, birds, etc. in large quantities.

To your question about the last time I purchased ANYTHING made in the USA, I respond that I bought a rug at Costco and a Huskquevna rototiller - MADE IN THE USA! If I have to pay more for these products, I, for one, will do so. If I know a company outsources its work, and another doesn't, the one that doesn't outsource gets my business every time.
