False. That would have been true, say 150 years. Now, I'll grant you that the office of Sheriff varies from county to county, and more so state to state, but the office of Sheriff is no longer limited (in most jurisdictions) to carrying out court orders.

In Texas for example, you'll find that especially in rural ares, the day to day operation of the sheriff's office to be indistiguished from that of a police department. From traffic citations to domestic abuse calls, the job is exactly the same.

Here, the office that's closest to the sheriff model you're holding up would the constabularly. The constables in Texas still function primarily as officers of the court, and not law enforcement. Here we have police, sheriff's, constables, state police, and rangers.
