Many staffers are low-paid telephone contacts and are not expected to know the details of legislation. Others are more knowledgeable and committed to the various bills being considered. Most of them probably don't have strong opinions on most bills under consideration.
Which is why I always ask to speak to the legislative aide who will be handling whatever Bill I am encouraging.
