This reminds me of the "zero tolerence" bs in schools these days. Because the idiot adults at Columbine HS failed to prevent a slaughter, 6 year olds playing cops and robbers now face detention, expulsion, etc. But I'm pretty sure thuggish High Schoolers are left alone by feckless administrators and other authorities. It's like the "broken windows" theory of law enforcement stood on its head.
